Bat Safety Grip Attachment

I've been seeing a few of these lately (maybe because the guy who sells them is based in Ohio):

The Bat Jack Grip Trainer - Baseball / Softball Swing Aid Develops Proper Bat Grip For Hitting

Does the velco strap used to attach the device meet the requirement of being "attached to the grip with safety tape"? (ASA 3-1-D).
