Except that all LL tourney teams are All-Stars from local leagues, governed by geography, so if travel ball, the leagues would have to pick their all-stars before the season.

Yep, that's pretty much it. A few years ago, a large number of kids from a single travel team were playing in a town's LL program. A few other kids from that team "moved" to that town's LL program, due to policy between that town and the adjacent Dixie Youth programs that any player can play where she wants. These girls found themselves drafted by various teams in the LL program. Another girl who lived 50 miles away also managed to find her way on to one of the LL teams.

At the end of the season, each team nominated these girls for the All Star team. Nothing dirty here, they probably were the best players on the team and were willing to commit to the time necessary.

I'm sure something like this happens a great deal of the time.
