Half right, Cecil.
During a coach 's conference, runners may leave their base(s). When it's only players having a conference, runners must stay in the vicinity of their base(s).

That is one thing I don't like about the rule. My idea and your idea of vicinity may be different. I may say 5 feet away is vicinity, someone else may say 20 feet away is vicinity. I wish it would just say they may not leave their bases, period. Dave

With a dead ball, they're not required to be on the base. I see in the vicinity as alone - not meeting with any other team members.
