Question rusty

I've been out of the game for awhile so I have some rust.The Fed book says passing a base is considered touching the base 8-3-4.I don't quite understand what they mean and also do we still automatically call out on a missed base without a appeal or do we wait for one?Thanks for any help out there.

"passing is touching": e.g. if BR passes first but misses it prior to the ball arriving to F3, F3 does not get the out until the appeal is made.

NFHS no longer has the "automatically call the appeal" rule like it used to.
