Assisting a Runner ASA

8-7-E says no-no to assisting a runner, but limits that to "while the ball is live."

What governs assisting (by offense) when the ball is dead? (as in a HR?)

I haven't decided if I should call it from the dugout or the outfield. Apparently, both have really great views!
