PONY added a rule change/clarifacation that quite clearly states that sunglasses (including reflective) are legal for all players. It is also legal for players to wear them on top of their caps.
It takes all the ambiguity out of any interpertation of their legality. It also eliminates any coach trying to twist the rule to their advantage.
