hrmm.. i dont disagree... except the rule is clear "the runner is out if they interfere with the throw and either foot is outside the line(s)"

I think this is exactly right. Remember that if BR had not interfered and F3 had received the ball before the BR got close enough to where you judged OBS was occurring, then F3 did nothing wrong.

Good question and good input. I might have missed the part about the double base and how the runner is allowed in fair territory if F3 is on the orange part of the bag.
