Infield fly rule

Can runners advance without tagging on a missed or fumbled called infield fly rule. Also do you wait for the ball to be caught or hit the ground before announcing infield fly batter out? thanks

Infield fly should be called when the ball is at the highest point. It is a live ball. Once ball is touched by a fielder, runners can advance with liability to be put out. If not touched and stays fair, runners can advance with liability to be put out, batter is still out.

IFR should be called at the apex of the ball's flight. The BR is ruled out. All other rules are in effect and normal. A runner can leave anytime, but if the ball is caught, is vulnerable to being out on appeal if they fail to tag up.

thanks,
Ive wondered about yelling infield fly why the balls in the air, my thinking was this is a disadvantage to the defence. To somewhat be disrupting to the defence making the catch.

Say what?

The rule is not in place to protect the defense.
