SP steal repsonsibilities..........
WHo has the responsibility of making sure the ball crosses the plate before an attempted steal.....plate or field ump?

 I think you are asking the wrong question. Don't you really want to know who is responsible for a leaving early call on a runner? Obviously, it is the BU since the PU isn't going to provide any signal when the ball reaches the front of the plate.
