Can 4 player wear shorts and 5 plyers wear shorts as long as they are the same color and style?

Yes, but 9 is the limit on any one team in shorts. All of the subs must wear pants, so we blind umps can keep them separate.

ASA 3.6.B says: All players pants may be long, short, or mixed in style as long as they are the same color.

That pretty much says it all I'm a thinkin'.

Fed rules state that uniforms will be alike in color and style. I interpret this to mean all shorts or all long pants. (Unless it's a JV game where you're lucky if they're all the same color.)
