That damn Fed always gets in the way of a good rule. Just kidding :-) Part of the difference is probably that ASA develops their rules for everyone, not just children.

Personally, my belief is that this is just another rule put into place in lieu of good coaching. The double-base is another one. Teach the players to do it right, and you don't need the special rules or equipment to make up for it.
