ASA 16-u. Team has ten players, can the flex come in the game for the an injured player.

Repeating the question, to be sure it is clear; when using DP/Flex, and you only have 10 players, one player gets injured. Can the Flex enter for the injured player, rather than play short handed?

Answer: No, unless the injured player was the DP. You will have 9 playing defense (since the DP can play defense for anyone), but only 8 on offense (since the Flex can only play offense for the DP). An out must be taken on offense whenever the injured player's batting position comes up to bat.
