We see it from the standpoint of pitchers who have worked in a gym. An area pitching coach teaches it in the gym as a timing thing (replaces the push). Unfortunately, he waits until July to take it away .

I saw it 5 years ago in my first ASA national...girl from california was "creeping" just a little to start the game. It was hard to see so I didn't call it (wasn't sure). In the second inning she extended it to the point where there was clear breaking of contact. I called IP, coach says, "Okay, now you know how far you can go before he calls it. Don't do it again." as he's talking to his pitcher.
