Sure, why shouldn't it be?
In fact by taking it along, one can't throw it on the live-ball. It must however slow you down in running towards 1st base...

Great answer Dutch .
This is one of those rules that I think was brought into (New Zealand) the school game for safety but never put into a rule book . Hell you can carry it around the bases but watch out for interference
