I agree with the others that this is primarily a shifting of legal responsibility, and not related to the enforcement of the playing rules.

I like PA's version, however, until NFHS changes it, I
will issue the warning, and restrict the second offender.

It is like getting an illegal player in the game. Was it the Players
fault? More than likely not, but she is the one we must penaltize.
Hell, penaltize the coach, s/he sent her in.

Warnings

Steve, Dakota ,etc, I agree with all that is stated here RE: Pre-Game Warnings. The real warning is during the game when a prob'lm actually happens. The "pre" items I treat as a general reminder to "please keep things clean Coach".
The Liability portion regarding wearing equip'mt properly,etc, is the reason for mentioning
things at the "PRE-Game".
I like that Pennsy new "Reg" you mentioned regarding holding the coach to a possible penalty.
You guys always seem to be a year or so ahead on these type rules & Fed often adopts them after PA's experiences.
I like that one. I wish NJ would be doing the same penalty thing with you guys this year.

Tom,
As I understand it, when the rules committee heard what we were doing, they REALLY liked it. From what I'm told the reaction was AND provided it goes well, it'll be a Fed rule next year.

Strictly as devil's advocate, if the Pennsylvania rules is made a NFHS rule, I'd anticipate alot of forfeits of subvarsity games since they only have one coach and sometimes JV plays at different sites than Varsity, so a replacement coach isnt easily found.

Had one JV game a few years back, where the visiting JV coach is always asking umpires to enforce rules such as jewlry to be strictly enforced against the other team. Well, it backfired as in the first inning, one player came up to bat with jewelry (team warning), and then the next batter did too (restricted to the dugout).

After the half inning was over, he asked the umprie if he could the dugout-restricted player warm up the outfielders (that year, this was a case play on the NFHS site). Part of me wanted to yell over "hey coach, I thought you knew all those rules!" Wonder how he would have reacted if this PIAA rule was in effect and he was tossed. Not pleased, I'm sure.
