There are no NCAA umpires - even those of us who work NCAA are not sanctioned by the NCAA. Speak to your local college and find out what chapter handles their umpiring and contact that chapter. I am a member of two chapters that handle different divisions of NCAA ball. All of us are ASA registered and have gone through training programs and receive regular evaluations. Each chapter requires that I attend at least one of their training clinics to remain a member. While I'm at a point where I could probably get away with skipping a year's clinics and still stay in the chapter, I don't. I attend more than the mandatory minimum and participate as part of the leadership whwenver it's my turn. And, if my ratings drop below a certain point, I'd be suspended from the chapter for at least a full season. That's how it is in the 2 chapters I am involved with, I suspect that it is similar in others.

Here is a list of Conference Assigners from Across the United States. Select some assigners from your area and drop them a line asking how to break into College Softball.
