There is no need to judge why runner slowed down, only if runner could have made the bag.

Not necessarily true. Remember, this was AA ball and it is not at all unusual for the BR to cede the out at 1B on a play especially if they feel they did not hit the ball in the manner they believe was necessary. Yes, it is a form of an AA pouting, but that is not cause for an umpire to automatically rule obstruction unless they judge the runner actually slowed because F3 was blocking the bag.
Then again, by rule, the runner is not required to touch 1B if obstructed to be considered safe.
