The ball is dead and the runner is out as soon as the interference is called. End of play, end of inning. What happens after the interference is irrelevant.

The batter hitting the foul ball leads off the next inning with her count 0-0.

Maybe. If, in SP, the foul would have been the 3rd strike, this play would result in two outs. Since that would be in effect simultaneously, assuming the ball was over foul territory at the time of the interference, there are two outs on the play, the runner and the batter. Then the batter due up next would lead off the following inning.
