Yes, they will tell you that the rule book says the plate is only 17" wide and the black is not included, therefore cannot be part of the plate.

As an umpire, you then cite the ASA Rules Clinic Guide which interprets the black beveled part of the plate, while not within the dimensions, is to be considered part of the plate for all events whether a pitched ball, a defender forcing a runner or a runner scoring.
