Exactly, but it is not up to the umpire to tell the defense
this, sooooo if there is no action, kill the play and send her
to 1B.

Yes, because she is on a base. You, as the umpire cannot call her
out until the defense does something.

Exactly, and that is what you as the umpire, are going to do
since the defense has done nothing. You, as the umpire, have
given the defense every opportunity to do something with the
situation. Now you take over, call time, and send her back to
1st.

Personally, I have never seen this play. I have seen 2 runners
on the same base, but the defense knew how to handle the situation.
