High School Softball: FED Rules. A pitcher sets up on the rubber with her hands apart, ball in glove hand. She reaches into glove with pitching hand, removing the ball while she steps back with the nonpivot foot and moving the pitching arm backward. With a change of direction, she then swings the pitching arm forward, bringing the pitching hand and the glove hand together again above the shoulder level, and in a continuous motion rotates the pitching arm a complete rotation while stepping forward, releasing the ball to the batter.

The opposing coach wants an illegal pitch, as the pitcher is bringing the hands together twice and separating them twice. I cannot find a verbatim statement in the rules, but rule 6-1-4b may apply.
