Anytime that a batter is hit by a pitch, regardless of whether she was swinging or not, it is a dead ball.

Now, if a batter is swinging at a pitch and it hits her, or if she is hit by a pitch that is in the strike zone, the correct call is "Dead ball, strike on the batter."

If the batter is hit by a pitch that is out of the strike zone, and in the judgement of the umpire, attempts to avoid being hit by the pitch, then the correct call is "dead ball" and the batter is awarded first base.

If, however, the batter makes no attempt to avoid being hit, in the judgement of the umpire, then the correct call is "dead ball, ball on the batter."
