You're correct, Scott. ASA chooses to not put their rules publications on line (rule book, POEs - which as Scott noted are part of the rule book -, and case book). You have to purchase them from your state / metro commissioner or UIC.

Once you register your team with ASA, as the manager you should receive a copy of the rule book & POEs as part of the registration material.
