OBR rules question about fielder positioning

I can't find in it OBR, but in NFHS, it explicitly states that if a fielder is touching any part of fair territory, he is in fair territory . I am asking this in terms of illegal pitches and 1B...

I couldn't find how to handle this in the case book for HS, so I thought I'd ask.

Play at the plate: F3 thows to F3 who drops ball. R1 slides into home and happens to kick/move the ball up the 1B...

I've contacted all the leagues around here, but they won't give me their booking agents, so I figured I'd ask on umpire site for booking agents, not leagues.

Who books summer rec/AAU in South Charlotte?

I missed HS last year, but will work for Freeman next fall. Looking to keep sharp, have some games way up in Huntersville, but was wondering if anyone knew who covered South Charlotte ?

Is there a place I can buy the OBR in a book form ? I've printed the PDF's from MLB.com, but I am used to the rule books like the FED puts out. Sporting News used to make a OBR book, but I can't find...

I get emails from them all the time, plus I got shirts and whistles from them in November, so I am pretty sure they are still around. Have had no complaints with them or Honig's or RefShop
