pointing a laser at a player does impact the play not only by creating an unnecessary safety hazard, it also is distracting to the players, officials and other game personnel that can be avoided....

bad use of authority

instead of trying to throw the police out of the game could they have just not allowed the game to continue until the fans moved? then talk to the coaches and have them exert pressure on the fans.
