carryover penalty distance on touchdown scoring plays

Just double checking, when reviewing 8-2(3,4,5), penalty distance for foul can be carried over to kickoff for just about all fouls (live ball, non sportsman,etc.). There DPI would be 15 yards on...

Need some clarity -

unsportsmanlike flags on both A and B on last play of game (also 4th down). Distance cancels, but is 4th down replayed. thanks.

Little confused about disposal of ball to free throw shooter.
Can an opposing coach call a time out after the ref has bounced the ball but it has not yet been caught by the free throw shooter.
