I don't have my books in front of me, but yes, anyone that leaves the bench area is issued a flagrant T and ejected, whether or not they participate. Where the differences come in, I believe, is separating out the various categories - players that participate, bench personnel that leave the bench and participate, and bench personnel that leave the bench and do not participate. In all 3, they are issued flagrant T's and ejected. But you then have to sort out how many from each team were in each category to determine the FT's. If teams A and B have the same number of players fight, they offset and no FT's. Otherwise, 2 FT's for each addt'l player. For bench personnel, you offset equal numbers, but you only shoot a maximum of 2 FT's for any over that. I think that's where the CA refs got it wrong - they shot FT's for every offender.
