There are several reasons why this is being 'enforced'.

The rules state that the puck 'must be' kept in motion.

To deliberately 'freeze' (delay of game) the puck when the official, using game management, feels that 'play can continue' without removing an advantage or imposing disadvantage and to 'continue' the fair play initiative.

The official (using common sense) will administer a ONE TIME, fair, courtesy warning to the goaltender, Captain, Alternate Capt. and/or even the Coach of his choosing.

(note: to each team when the situation arises)

This still does not mean the goalie is fair play, by all means.

It also reduces the stoppages. More play time...kids.
