I'm confused on the sequence of events...could you spell out the play specifically and the order of the events?

A scores touchdown.
Ref places ball for the try and blows ready for play whistle. B1 says something to official. Official blows play dead and throws UC penalty. My question comes here: Team A was given the option to enforce on either the try (half the distance to the goal) or the ensuing possession. Should team A even be given this option, or should it only be enforceable on the try?

Since the RFP was blown, you would enforce half the distance on the try.
10-3-7 spells this out.
