NCAA Clock

NCAA rules.

1) Clock running. Play ends in a touchdown, but the offense holds on the play. Defense accepts the penalty. Does the clock start on the ready or the snap?

2) Clock running. Offense called for delay of game. Penalty accepted. Does the clock start on the ready or on the snap (or does it depend, and if so on what)?
