NCAA. Help settle a bet. Did illegal pass penalty at one
time several years ago call for enforcement spot the previous
spot? I have searched for arcived NCAA rules and no luck.
I have cleaned out all the old rule book and can't find any
thing on the web. Thanks.

Prior to 1998, if a runner threw a forward (or backward) pass while beyond the NZ to conserve time, the foul was enforced from the previous spot with a loss of down.

Beginning in 1998, that Illegal Pass foul is enforced from the spot of the foul and LOD if it happens to apply after the 5 yard penalty is marched off. The clock will start on the RFP.
