I agree with Ed C. Football officiating is not an exact science.

My thoughts are forget about where the ball is and concentrate on where the foul occurs. If R fouls downfield it has to be a PSK foul as long as the ball has crossed the ENZ. Don't make it more complicated than it has to be!
