KWH...I read your post above.

REPLY: Since the Federation has included the words "scrimmage kick play(s)" in their wording like the NCAA rule, do they go so far as to define that term? NCAA rules define a "scrimmage kick play." And the NCAA version of the "clean hands" rule has no requirement that B must have clean hands until the kick has crossed the expanded neutral zone.

Great question Bob-
No, they do not define "scrimmage kick play(s) at least in any of the material I have seen. I assume they will do this when the issue the new rule and books. Hopefully the NFHS will provide this definition and that will make for a smooth transistion. The rule will then be clearly understood by all, and their will be no grey areas.
Can I have a show of hands of how many people believe I am dreaming!

We, in Ohio used the PSK rule as an experimental rule last year. There was a GREAT DEAL of discussion,[Pro and Con] before the season. Our Rules Interpreter had planned on a 10 to 15 min. disscussion at our first association meeting, but 1 hour later we were still batting it around. Our crew never had to enforce the PSK rule during the 12 Varsity games we worked. It was not used in the 2 play-off games that I worked either. True, a good official had better know this rule in and out, but it is a very rare occurance when it must be applied.
