This would be a foul at the snap.
Is this run from an unbalanced line? The two requirements to be an eligible receiver for team A (all team B players are eligible): 1. Must have an eligible number 1-49, 80-99; and 2. Must either be legally positioned as a back or on the end of his line at the snap.

Mike if you are talking NF rules you are mistaken. The penalty is ineligible reciever downfield, if there is a forward pass that crosses the line of scrimmage or offensive pass interference if he touches the pass. Just because the tight end is covered up doesn't make it an illegal formation. Yes he is not eligible to recieve a forward pass, but if they run a screen pass behind the line (to someone else otherwise you have illegal touching behind the line) or simply a running play there is no penalty.
