Is it possible...

for the offense to repeatedly false start (if the clock is running at the time), gain a new 25 seconds, until the clock has run out at end of the half or game?

Not under NCAA rules. Rules permit referee to start the clock on the snap in a situation like that.

Yeah, if a team is in "run the ball and kill the clock mode," you should probably assume all false starts are intentional and start it on the snap.
