I thought he was saying that the white is only applicable to those whose parents weren't married AND they have never served their country. ;)

That's my understanding; I'd never heard the "close to the heart" thing. The only uniform rule I can think of that references something closest to the heart is the order of wear for medals. Highest honor sits nearest the heart, and the others go down and out in order from there.
