REPLY: csuram...as waltjp mentioned, it's covered in the Points of Emphasis (actually at the bottom of p. 86). They're considered a "uniform adornment." Prior to the game, the head coach verifies that all of his players are legally equipped. That means that (a) they're wearing all of the required equipment, and (b) they're not wearing any illegal equipment. A player deficient in either of these two areas after the coach's verification results in an unsportsmanlike conduct foul against the head coach.
