rules on bicep bans in illinois

is there a rule on the high school players in illinois that says they cannot wear the very popular bicep bans...our kids have been told this can someone please give me the page or rule number on this as i cannot find in the book...they have been told by some offcials it is unsportsmanship penalty...why?????
