Correct. The requirement that the kick not be ended in possession of K is not met. The ball still belongs to K when the IW is blown.

NFHS: the clock will always start in the RFP, (repeating a free kick being the exception for the rules purists)
NCAA: If it were a legal kick down, then it's on the snap, otherwise on the RFP.
