Questionable Block(Clip) by FSU Quarterback?

I wanted to get some opinions from brother officials near and far. You, whom are tuned into the NC State - FSU game (and also those whom are not). All are welcomed.

3:14 (or so) on the clock, 3rd Quarter. FSU 1st & 10. FSU run a sweep to the left, then the ball is tossed to (I think the WO) who runs a reverse to the right side. During the reverse the FSU QB(who is now the lead blocker) initiates a block, which looked to me like a CLIP. (from behind & below the waist)

Can anyone enlighten me? Is this legal? Is this a good no call? Please advise?

First of all I did not see the block you are talking about. Secondly, this call is a judgment call all the way. Maybe the officials did not see what you thought you saw. Maybe they saw something completely different or missed it all together. Who knows at this point? I know I do not have an answer for this.

I know which one you're talking about, it looked good to me. Then again, thats just my opinion.
