When is an offensive player allowed to cut block a defender in NCAA?

Please note differences on regular offensive plays, kick returns, and punt returns.

Here ya go.
click on this link: http://www.ncaa.org/library/rules/20...ball_rules.pdf

then find rule 9.1.2.e "Blocking below the waist is permitted except as follows"
e.1 to e.6 list the exceptions.
