Does the NFL and NCAA have rules concerning knee pads covering the knees? Most skill players and kickers are wearing pants that do not cover their knees.

I'll be willing to bet NFL has no such rules.

NCAA does have this as arule, must have kneepads and they must cover the knees. I do often see it not being enforced on TV.

Under NFL rules, pants must cover the knees but the knee pads are optional.

How long until these guys start wearing shorts? We are starting to see HS kids trying to wear pants that don't cover their knees. How much advantage does this provide?
