If the QB comes up immediately after the snap and fires a backwards pass then it's the wing's call (the wing on the side of the pass). If the QB takes a few steps back then I expect the R to make the call.
I agree with BobM that you are asking for trouble when the opposite side wing punches back on a backwards pass.
