Here was the situation...3rd and 8 from the 13 yard line. After the play there was a personal foul on the defense. So the penalty was stepped off half the distance to the goal. This took the ball to the 7. Should it have been 1 and 10 (automatic first down) or 4th and 2?

I believe TXMike spoke for those using NCAA rules.

For NFHS, personal fouls are NOT automatic 1st downs. Should be 4th and 2.

I am sorry I should have specified...it was a high school game...so it isnt an automatic first down in high school?

It is in Texas and Mass. (NCAA rules used in HS there)

High school games in Texas and Mass. use NCAA rules, so Mike is right if you are in one of those states, otherwise, go with the Fed gurus.

Is there a list somewhere that tells which rules are used in which states...I am in West Virginia...

WV uses NFHS rules and like I said this is not an automatic 1st.

Texas and Mass. are the ONLY states that use NCAA rules (with exceptions, at least for Tx).

Unless someone recently changed. Everyone else uses Federation rules.
