NFHS and NCAA

If a punt is blocked and the kicking team recovers the ball behind their line of scrimmage, can they punt the ball again legally?

Yes. As long as they are behind LOS.

Yes that can but remember that on the second kick the kicker is only protected at the point he make contact with the ball. The protection is different than normal.

REPLY: Are you saying that on the first kick the punter is protected before he puts his foot to the ball?

Wrong, protection is EXACTLY the same for both kicks. One does not become a kicker in either case till that very moment his/her foot contacts the ball. You can knock the sh*t out of the punter as long as their foot has not contacted the ball, but you better make sure that it is obvious because I am sure the official will err on the side of protecting the kicker.
