i had an umpire make this call a few weeks ago, and it was a prime example of why it is not his call. he threw the flag because he saw both wings have ends punched off. that is true, but seven others were lined up in between them, as they were the whole game. (flag was in the 4th quarter)
Never say never.

If your umpire stands 7'11" which enables him to see over the offensive line into the backfield, he can call anything he chooses.

maybe in that rare instance. most umpires are large fellas, and i am not talking tall.

It's not your rsponsibility to make that call.
Linesman makes the call after receiving signal from line judge.
Your signals are too complicated. Simplify.
Conference after flag would have solved the problem with all contributing officals having input. Any flag can be waved off.
Pregame should cover responsibilities.

If my umpire stands 7'11", not only can he call anything he chooses, but he can tell me what to call and I probably will.

Unless his name is Shawn Bradley. 7'11", 365 lbs is much more intimitating than 7'11", 190 lbs.
