What are the rules for enforcement on DPI?

Something special about being inside 17...

Goes to the two if beyond 15 yards.

NCAA DPI is a spot foul under 15 yards from LOS, otherwise it is 15 yards from previous spot if beyond 15 yards. In the case where a snap is inside the 17 going in, if it is beyond the 2 yard line into the endzone ball is put on 2.

Now I remember, someone said:

Spot
15 Yards
2 yard line

Which ever you come to first starting from the previous spot is where the ball will be placed.

Now, if it is less than 15 yards they still get automatic first down correct?

Still a 1st down. Also important to remember PI is NOT a personal foul so does not acrry over.

But a personal foul can be PI.

Your credo works for all situations except for DPI when the LOS was inside the 2 yard line (which is half the distance).
