Team K is in punt formation 4 and 11 from K's 30.

The snap goes over K76 (the punter) head and rolls to K's 5 yard line.

K76 runs to get the ball and kicks the ball out of the back of the endzone.

Safety. R can decline the penalty and take the result of the play which is a safety. If they accept the penalty, it is enforced from the spot of the foul (all but one) and half the distance. 4th down at 2 1/2 yd. line. They might want to take the penalty instead of the safety based on what the score is. K would still be kicking the ball back to R who would most likely get good field position.

Lets see...hmmmm. Captian accept the penalty and let them replay 4th down half the distance from the flag or refuse the penalty take the safety and have them kick to you from the 20.
