A 1/10 at A20. A1 rolls out runs to A32 throws an illegal pass. B11 hits A1 after ball in air, official throws flag for personal foul. Double foul?

Yes, this would be a double foul.

However, is the personal foul roughing the passer? If so, it is the incorrect call as roughing the passer can only take place in or behind the neutral zone.

Why is B11's hit illegal? You can't have roughing beyond the NZ. A1 is a runner, not a passer.

Maybe it isn't roughing the passer but it could be a PF 9.4.3g "contact which is deemed unecessary". We don't know how much time has elasped from when the ball left the passer, or whether the passer was deemed to be out of the play by then.

I would remind the official that it must be a PF flag and not a RTP cuz he is beyond the LOS. If after that we still have a PF, then yes we have a double foul.
