Question

Last year, NFHS changed the rule to allow head coaches to call timeouts. However, there is a discrepancy as to whether a replacement head coach can call timeouts if the original head coach has been ejected.

Case Book 3.5.2 Situation B says that the replacement head coach "shall not be permitted to request a time-out."

However, in the NFHS's Football Guide 2005 on page 7, there is an article titled "Flashback: 2004 Rule Changes." In the section on timeouts, it says "a head coach who has been ejected may designate a replacement head coach who may assume the timeout duties."

Have associations squared these 2 conflicting interpretations from NFHS? If so, how?
